Cardiff,South Wales - So much for the extra collections... Cardiff covered in litter yet again despite promises

It’s becoming an all too familiar sight – litter scattered across the streets of Cardiff.

“First sight of Cardiff city centre is the seagull population tearing open bags of waste. You’re a mess Cardiff, really you are.”

But very little had changed in the city centre over the weekend.
Kath Wilson tweeted a picture of litter outside the Burger King in Castle Street.
She wrote: “Embarrassed local here...we can do better than this surely @cardiffcouncil.”

A Swansea University academic visiting Cardiff was appalled.
Dr Daryl Leeworthy wrote on Twitter: “First sight of Cardiff city centre is the seagull population tearing open bags of waste. You’re a mess Cardiff, really you are.”
Seb James responded: “Agree was horrified to see on a recent visit the general neglect around the Aneurin Bevan memorial in Queen St.
“Was on a short visit with some Norwegian friends and just very relieved to take then into @Museum_Cardiff”.

On Monday morning, things were little better in Cardiff's residential areas

Nick Carpanini added: “7am on a Monday morning....disgraceful!! Something needs to be done about this ongoing problem.”
Mei Tomos raised concerns about waste in Grangetown, saying the amount of rubbish was “appalling”.
Charlotte Lewis posted a picture of litter in Cathays.
“This is the scene ALL over Cathays...for days it’s been like this. Why was recycling missed???”

Tuesday hasn't been any better

The Liberal Democrats in Gabalfa complained about refuse in Flint Street.
Some complained that it was even worse after the bin men had been.
During last week’s council meeting the cabinet member responsible for environment, Bob Derbyshire, was grilled about a number of litter issues in the city.
He said he did not believe littering was any worse than before but said public awareness was more obvious because of social media.

Coun Derbyshire said that in 2015-16 there were 518 fixed penalty notices for littering issued and eight people were prosecuted.
But Conservative councillor Dianne Rees asked Coun Derbyshire why the level of collection of fines in Swansea was around £250,000, with 3,000 fines issued.
Coun Derbyshire said a new enforcement team had been put in place and another could follow.

He said: “Everyone needs to take responsibility for waste and litter issues.
“This goes for the businesses that produce the food waste and packaging, the people that consume the food and discard their leftovers, and the council and the other private waste companies that collect commercial waste in the city centre.
“Last week the council deployed additional street cleansing resources in the city centre between 5pm and 8pm and there was a definite improvement.
“The team also worked this weekend up until 9pm. After this time on the weekends we do not deploy street-cleansing teams in the city centre for health and safety reasons.
“Our teams return early in the morning to collect any remaining waste/litter.
“There are significantly more people in the city centre at the weekends visiting pubs, clubs, and using city centre restaurants and takeaways.

Gulls blamed

“The pictures taken and shown on social media are a result of gulls ripping open bags outside these food premises which results in litter hotspots.
“We are tackling these areas and taking enforcement action where appropriate.
“After city centre takeaways close in the early hours of the morning they put their waste out for collection.
“As soon as this happens the waste is being attacked by gulls.
“We are working with these businesses to ensure their waste is contained or to take appropriate action.
“In the last week we have made significant improvements and we will continue to work with businesses to ensure this continues.”
