A MAN who threatened to kill a neighbour — then told the police who went to question him that he would find out where they lived and slit their throats and — had to be incapacitated with CS spray by officers.
Swansea Crown Court heard that 28-year-old David Kristian Fisher went to his victim's house Cwmgors on May 2 and began shouting threats and abuse at him from the street.
He was initially led away from the scene by his partner but returned shortly afterwards, bare-chested, "very aggressive" and threatening to kill the man.
He also told a woman living nearby that he was going to "cut her open", before leaving the scene.
Tom Scapens, for the prosecution, said police were called and after speaking to the victim went to Fisher's house — the defendant's mother answered the door but told officers her son was not home.
A shirtless Fisher then came down the stairs towards officers "fists clenched and shouting at police", telling them they didn't have a warrant that he was going find out where they live and slit their throats.
The court heard Fisher's girlfriend was also in "very agitated and quite aggressive" state, and that her behaviour "escalated the defendant's behaviour".
History of confrontations
Mr Scapens said that when Fisher refused to calm down officers decided their was nothing else they could do other than use their incapacitant spray, and after several warnings he was sprayed and subdued — though then began complaining that his eyes were stinging.
Fisher, of Abernant Road, Cwmgors, had previously pleaded guilty to obstructing a police officer and had been found guilty of making threats to kill following a trial when he appeared in the dock today for sentencing.
The court heard there was a "history" of confrontations between Fisher and the man he threatened to kill, a man who has a bipolar disorder.

The court heard the victim subsequently assaulted Fisher's partner — for which he is due to be sentenced next month — and is currently in Cefn Coed Hospital.
'Ugly incident'
At the time of making the threats to kill, Fisher was subject to two suspended sentences — one was for attempting to pervert the course of justice which involved contacting people who had allegedly been assaulted by a previous partner on Facebook and leaving intimidating messages before offering them £1,000 not to go ahead with the case, and the other was for taking a vehicle without the owner's consent.
The court heard he had only completed 28 hours of the 200 he had been ordered to do as part of his suspended sentence.
Stephen Rees, for Fisher, said the threats and insults had been made while his client was "drunk and angry" and had lost control.
Judge Peter Heywood described the threats to kill outside the victim's house as an "ugly incident", and said the later threats to police had been "unnecessary and unpleasant" and directed at officers who had just been doing their job.
For the threats to kill Fisher was jailed for 12 months, and for obstructing police one month, both to run concurrently. The judge also activated nine months' of the suspended sentence for attempting to pervert the court of justice and four weeks of the vehicle suspended sentence both to run concurrently but consecutively with the 12 month sentence - making a total of 21 months.
