Abergele,North Wales - Dad's anguish at teen suspected of raping his daughter going on to subject 63-year-old woman to beach sex attack

A teenager who brutally attacked and raped a woman in her 60s as she walked her dog was under suspicion of another alleged sex attack at the time.

Jack Karl Thomas Williams was jailed last week for raping a woman on Pensarn beach, but the Daily Post has learned he had been under suspicion by police of attacking a teen girl months before

The 19-year-old, from Rhyl , also pleaded guilty to three charges of rape during the attack on August 27.
The Daily Post has learned he had been arrested over the alleged rape of a teenage girl 10 months previously.
But the case was not pursued after it was decided there wasn’t enough evidence to get a conviction.
The father of the alleged victim in the first case - which was said to have happened in October 2015 - said police officers had interviewed his daughter when he reported it back in February.
But after months of investigations they were told the case was being dropped.
Then, after Williams struck in the beach attack in August, detectives returned to the family to ask more questions but once again, the Crown Prosecution Service is understood to have believed there wasn’t enough evidence.
The teenager’s dad, who can’t be named to protect his daughter’s anonymity, said: “About a month after we found out the case was being dropped, the police knocked on the door again asking more questions.
“This was only a few days after the beach attack on the woman in her 60s.
“I can’t help feeling that the beach incident could’ve possibly been avoided if my daughter’s case had been taken more seriously.
“We were basically told it was her word against his.”
The man said his teenage daughter had “completely changed”, becoming more rebellious and argumentative.
She started smoking and self-harming and one night after coming home late, he warned her something bad could happen to her and that’s when she admitted something already had.
“My daughter broke down and told me she’d been raped by Williams and had kept it to herself for six months because she was terrified of him,” he said.
“I got on the phone to the police and reported it straight away but it’s disheartening to know nothing was going to be done about it.
“The whole thing has been horrible for my daughter, but she’s starting to get back to her old self, safe in the knowledge that Williams is locked up.”
Williams was high on drink and drugs when he subjected the woman in her 60s to a terrifying ordeal that led her to believe she was about to be killed.
At Mold Crown Court last week, he was sentenced to 12 years detention, of which he must serve two-thirds, with an additional two years on licence.
Williams was also ordered to register with the police as a sex offender for life.
A 10-year restraining order was made not to approach the victim or enter the town where she lives.
Before sentence was passed a victim impact statement the woman was read out to the court.
She said: “My life has changed and I honestly feel it will never be the same for me or my family again. This horrendous experience will only end when I am in the grave.”
The woman said she was scared of going out alone, felt vulnerable and in a panic, did not feel safe and was not sure if she would ever feel safe again.
The victim said she was tearful most days, it had affected her and her family, and she had vivid flashbacks and could see his face.
“I remember the feeling of being powerless. I thought I was going to die that day,” she said.
“I did survive but I feel a life sentence has been imposed upon me because of the changes in my life.”
The scars would never go away, she said.
North Wales Police spokeswoman said: “In February 2016 a serious sexual assault that had taken place in the Bodelwyddan area in October 2015 was reported to officers.
“The suspect was arrested and interviewed but there was insufficient evidence to proceed and so there was no further Police action.”
The Crown Prosecution Service declined to comment.
