A settee, a bed, and a fridge all appear to be among the items dumped

This is the astonishing moment a driver appears to deliberately dump a lorry-load of rubbish in a Cardiff country lane.
Driving along Mardy Road in Rumney in broad daylight a load of bulky goods are tipped on to the road. Among the items dumped was a settee and what appears to be a fridge.
The footage was taken at about 1.30pm on Tuesday, October 18, with the van speeding off once it had unloaded its goods – and apparently after the driver clocking that he or she was being filmed.
“The van had been in the layby with its tipping gear ready to start,” said Rebecca Bradshaw, whose 18-year-old nephew filmed the incident.

He had also tried to record the vehicle’s number plate but it was obscured.
Rebecca added: “The road was completely blocked afterwards and nothing could go in or out. The local residents and businesses had to handle the residents to clear it.

“There was a bed base that flew out [of the lorry], a settee, a load of plasterboard and bits of cement – general household rubbish.
“This is such a frequently-used lane. I couldn’t believe his cheek.”

Council pledges to take hard line

Bob Derbyshire, Cardiff council ’s cabinet member for the environment and a ward councillor for Rumney, said: “If anyone witnesses fly-tipping in their community we advise that you don’t make contact with those who are carrying it out but take details of the time, location, and the registration details of the vehicle and report it to the council at the earliest opportunity.
“Unfortunately the video submitted doesn’t show the registration details but our enforcement team will investigate nevertheless.
“I would like to take this opportunity, once again, to reiterate to those who persist to fly-tip to make money, at the expense of the taxpayer, that it isn’t acceptable and we will catch you.
“We are taking a very firm line on this with covert cameras being installed and surveillance increasing.
“The message to those who continue to ruin the environment that we all live in is stop or face court action when we prosecute you through the courts, with a possible fine of up to £50,000 or six months’ imprisonment.”
