North Wales - Sees biggest rise in recorded crime by children aged 10 and under

Freedom of Information request shows children as young a three got in trouble with the police

And these are just the cases reported, Arson and Criminal damage are Rife, but most Delinquents have fled the scene before the police get there, so these are not recorded as "Child" crimes.The  stats should be in the thousands if they caught all of the young criminals.
North Wales has seen a larger rise in crime recorded against children aged 10 years old or under than any other area of Wales, according to official figures.
The figures, gained under a Freedom of Information request to all forces in Wales, shows the North saw serious crimes attributed to those aged 10 or under rise by 28% last year - from 71 to 91 crimes.
This compares with an average rise across Wales of just 4% - and those credited with crimes being as young as three years old.
Offences range from theft and common assault to rape, arson and actual bodily harm.
When broken down into areas, Conwy county has seen the largest percentage rise in offences by those aged 10 and under and Denbighshire the biggest decrease on the previous year.
Conwy saw just six offences attributed to children in that category in 2014/15 but the number quadrupled to 24 in 2015/16.
Gwynedd’s rates doubled, with rises in rates of criminal damage, assault and even arson.
Denbighshire’s rates almost halved from 23 to 12 children aged 10 or under who were deemed responsible for crime between 2014/15 and 2015/16.
Clwyd West AM Darren Millar, the Welsh Conservative Shadow Secretary for Children said: “Some of these crimes are incredibly disturbing and cause a huge amount of damage to communities.
“At such a young age, children cannot be charged with committing a criminal offence, so intervention is key."
Last year criminal damage of a motor vehicle was deemed to have been committed by a three-year-old Gwynedd child.
There were nine instances of sexual offences recorded by children aged 10 or under in 2015/16.
Children as young as five were considered to have stolen from a shop and a boy aged six was deemed to have raped another boy under the age of 13.
Almost half of crimes in Conwy involved assault of some kind, ranging from common assault to ABH.
