A WOMAN driving to visit her grandmother in Baglan encountered a man standing on a road with his shorts down carrying out an indecent act on himself.
The driver was on the Dinas Baglan Road on the evening of October 2, when she spotted a man 'stumbling about', Swansea Crown Court was told.
Prosecuting, Tom Scapens told the court: "She drove up and down the road to observe him. She turned around and saw his shorts were down to knees, exposing his penis and [he was] masturbating.

"She called her grandmother and told her to stay inside before calling the police.
"He was found hiding underneath a horse lorry".
Mitigating for Jonathan Patrick Keegan, of Pentyla Road in Baglan, Rhys Thomas said: "He told me he is very remorseful. He can't reason why he masturbates in public, he just does it and realises the position he has put himself in.
"He realises it is going to be prison".
The court was told Keegan was in breach of a sexual offences order as a result of the latest incident, and that he had been arrested previously for a string of similar offences.
Sentencing, Judge Peter Heywood said: "She was driving to visit her grandmother when she saw you in the road. She continued to observe you, and at one stage were clearly illuminated by the headlights.
"You dropped your shorts, your genitals were exposed and you were masturbating.
"She was shocked and appalled, but had the good sense to call police.
"This is not the first time you have been before the court for acts of this nature.
"You have breached a sexual offences prevention order on four or five occasions.
"You do not seem to have any empathy for the effects and discomfort you are causing people behaving this way in a public place".
The 45-year-old was sentenced for breaching his sexual prevention order, and indecent exposure, both to run concurrently, serving a total of two years imprisonment.
