Cardiff,South Wales - Watch the moment a driver takes his dog for a walk from his car window in the middle of traffic on Cardiff roads

South Wales Police said the motorist was reported for animal cruelty after student Rebecca Jane Feazelle shot a video of him exercising the dog on the road without leaving the car. Police have recovered the car but are still trying to trace its owner and the dog.
Dog lover Rebecca said of the incident: “I actually felt sick. There were a few cars in front of us between us and the guy with the dog but they didn’t care. They were just overtaking it.
“But the dog was then wedged between the two cars and was freaking out.”

Rebecca, 23, was told by police to initially contact the RSPCA over the incident in Wentloog on October 4.

Within the last few days she has been told it may not be possible to trace either the man or the dog as there was no footage of his face and Rebecca believes the car was not taxed or insured.
The RSPCA said the incident showed a complete “disregard” for the dog’s welfare and put the animal and road users in danger.
In a statement, the charity said: “Dog owners have a legal responsibility to help protect their pet from hazards.
"However this dog was put in a potentially very hazardous and dangerous situation.”

Tries to get away

The statement said the exercise lacked much of what a dog requires – including opportunities for toileting, investigation, exploration and interaction with people and other dogs.

As the driver approaches a roundabout on the video, Rebecca’s father, who does not wish to be named, is heard commenting that the dog “looks really skinny”.
Rebecca, who owns two Papillons named Ollie and Dylan, added: “On that part where it’s approaching the roundabout the dog tugs with its neck to try to get away from the car but then it realises it’s just got to keep going.”

Petition started

On petitionhub.org a petition by Nadia Dillard calling for the driver to be prosecuted had over 6,500 signatures on Monday.
The petition reads: “This video was recorded in Cardiff, South Wales, and it shows a person dragging a dog behind a moving car holding the animal on a leash.”

Rebecca has faced criticism on social media for allowing the driver to go unchallenged.
She added: “I didn’t want to start anything physical with this guy and I felt that is probably what would happen.

Liaising with RSPCA

“Someone who can do that to a dog is obviously not okay and they could get violent. That’s the last thing I wanted – I didn’t want to put any more stress on the dog - the dog was terrified.”

South Wales Police sergeant James Dowler said the car was recovered in Rumney , has been examined and enquiries are ongoing to trace the owner and find the dog.
