Anglesey,North Wales - Wylfa terror check to ensure nuclear site would be prepared for terrorist attack

Nuclear police have carried out the most in-depth security inspection ever at Wylfa

Nuclear police have carried out the most in-depth security inspection ever at Wylfa to ensure it is prepared for a terrorist attack.
The Anglesey site was subject to a ‘Multi Discipline Intervention’ - the most thorough security inspection it had ever hosted and the first of its kind on a Magnox nuclear site.
This was carried out in conjunction with a security exercise aimed at demonstrating how the site would respond to a “terrorist activity” once the Civil Nuclear Security(CNC) force leave the location later this year.
This comes as the terror threat in the UK remains ‘severe’ - which means that a terrorist attack on the country is highly likely.
Stuart Law, site director, said: “The inspection involved a review of all aspects of security; not just the physical measures but the way site protects information as well as the vetting and access processes.
“Overall the arrangements were found to be adequate and a number of positive findings were identified along with a number of areas for improvements which will be prioritised in a plan to deliver the required improvement.
“In conjunction with the security inspection the site carried out a security exercise aimed at demonstrating how the site would respond to a terrorist activity should it occur once CNC have been stood down from the site which is currently aimed at April 2016.
“A team of ONR-CNS (Civil Nuclear Security) inspectors observed the exercise and judged that it was an adequate demonstration of the arrangements that are intended to be put in place when CNC are stood down.
“This is an important step in transitioning into the defuelling phase.”
Generation of electricity ended at Wylfa in December and the site will now move to the de-fuelling stage.
A Magnox spokeswoman said: “A security regime is in place at Wylfa Nuclear licensed Site which includes a range of protective measures.
“Currently, one of these is the support from the Civil Nuclear Constabulary - who operate on nuclear sites throughout the country.
“As the site progresses through the defuelling and decommissioning phases of its life cycle, site security arrangements will be reviewed on an ongoing basis and varied accordingly, reflecting the reducing hazard and risk profile at the site.
“CNC will withdraw from Wylfa at some point in the future and when they do, the existing guard force will be responsible for security (as is currently the case at other sites operating in the nuclear industry).
Inside look at Wylfa
“The site security arrangements will continue to be the subject of scrutiny and approval by the Office for Nuclear Regulation – Civil Nuclear Security.
“Whatever the circumstances, a security regime which is fit-for-purpose and consists of a range of measures will continue in place at Wylfa, thereby supporting the security and safety of those who work onsite and live in our surrounding communities.
“Given the need to maintain security and safety standards we are unable to provide further details.”

Rhyl,North Wales - Pensioner left heartbroken after son stole £18,000 from him

A 45-year-old man who filched nearly £18,000 from his 81-year-old father had left him heartbroken by the betrayal, a judge remarked.
Allan Warren of Seabank Road, Rhyl, had set up an online facility to switch cash between accounts for his own benefit, and he pleaded guilty to six fraud charges at Caernarfon crown court.
Judge Geraint Walters asked Warren whether he had sat down for a moment to consider how his father, who had recently lost his wife, must have felt when he discovered the betrayal. The father's bank had recompensed him for most of the loss.
Richard Edwards, prosecuting, said some of the cash had been spent on taxis, jewellery, drugs, alcohol, cigarettes and clothes and it happened after Warren had moved into his father's home at Abergele following the death of the defendant's mother.
Mr Edwards said his father had felt "disgusted and heartbroken" by the behaviour.  Warren had 34 previous convictions, mainly for assault, public order and motoring offenders. He was on a community order for making malicious phone calls to a builder who had worked on his father's house.
Simon Killeen, defending, said a suspended sentence and a lengthy curfew might help Warren, who was now engaging with the probation service, to turn his life around.
Judge Walters, jailing him for 14 months on Friday, said: "For reasons I can't begin to understand you began using your father's accounts to obtain money. Not content with that you also set up an online facility so you could better manage moving money around his accounts and you made applications in his name for more bank accounts or credit. What you were doing was taking the money out and using it."
The judge added: "And the target of all this was your dad. A man with whom you were living rent-free."

POLICE say they will continue to explore new leads in to the murder of a postman 13 years ago this week.
And officers have pledged to bring the killers of Paul Savage to justice.
The father-of-one was beaten to death with a wooden baton while making his delivery round in Mold on February 4, 2003.
The 30-year-old died in Wrexham’s Maelor Hospital after being found lying beside his delivery bike in the snow on Clayton Road, with his mailbag at his side.
Despite a £100,000 reward, his killers never been caught.
In the weeks following the murder, which took place at about 7.30am near Bryn Gwalia School, police said they had received a huge response to their appeals for information.
They revealed two hooded males had been seen in the area around the time of the incident.
Mr Savage’s murder was also the focus of the BBC Wales TV documentary Wall of Silence.
In 2005, North Wales Police detectives said they knew what the motive was but they were not prepared to release the details.
And in 2010, officers revisited the investigation with the inquiry leading to a fresh search of fields near the murder scene and new items undergoing forensic tests.
Speaking ahead of the anniversary on Thursday, Det Insp Mark Hughes said efforts were still continuing to close the case.
He said: “The investigation into an unsolved murder is never closed and North Wales Police  will continue to explore any new leads and use advances in technology that may help us bring Paul’s killers to justice.”
Mold town councillor Ray Dodd found Mr Savage’s unconscious body lying on the gateway to his house as he left for work.
This was the last mail delivery Mr Savage ever made.
Speaking in 2013, retired Det Chief Supt Chris Corcoran said he believed some people in Mold knew who killed Mr Savage.
“For the sake of the local community in Mold, this needs to be solved,” he said.
“Some people in the community have the answer.
“They know exactly what’s gone on. They know the people involved.”
Anyone with information should contact police on 101 or call Crimestoppers anonymously on 0800 555111.

Wrexham,North Wales - Man admits setting fire to victim's afro hair in Wrexham

A MAN has been committed to crown court for sentencing after setting another man’s hair alight.
Daniel Lloyd, 26, appeared at Wrexham Magistrates Court on Friday charged with assault and actual bodily harm (ABH) after setting Ulises Dominguez-Garcia’s Afro-style hair on fire during a night out .
The court heard how Lloyd, of Fford Elfed, Wrexham, had been on a night out at the ‘New York, New York’ bar in Town Hill, Wrexham, accompanied by his girlfriend.
Tracey Willingham, prosecuting, said CCTV recorded shortly before 3am on November 28 showed Lloyd igniting the victim’s hair with a lighter, which she said constituted a weapon.
Ms Willingham told the court that the victim was alerted his hair was on fire by staff at the bar, who helped him to put it out and that Lloyd had been seen on the footage holding the flame up to the victim’s hair beforehand.
She said there had been an incident earlier in the night where Lloyd’s girlfriend had come up to him and alleged Mr Dominguez-Garcia had been touching her inappropriately, prompting the response from Lloyd.
Reading a victim impact statement on behalf of Mr Dominguez-Garcia, Ms Willingham said the victim had alleged the attack was racially motivated, but magistrates were not satisfied that this was the case.
Reading the statement Ms Willingham said: “The victim says that this incident has had such an effect on him that he does not want to go back to the bar.
“He is aware that the staff on the door and behind the bar were talking about the incident.
“He also says he has had to change his hairstyle because of the attack and he is very nervous when he goes out and stands in the corner so he can see people and doesn’t have his back to them.”
In his statement the victim also said he is now struggling with living in Wrexham and just wants to leave because of it.
Andy Holliday, defending, said: “The issue as far as my client is concerned was between this person and the defendant’s partner, who she says was touching her inappropriately.
“He knows his actions were completely disproportionate.
“He’s seen the CCTV in his police interview and was completely remorseful and appreciates how serious this could have been.”
Mr Holliday added that in terms of physical injury, the incident could have been much worse.
Magistrates’ chair John Perera said he and his colleagues were satisfied there was no racial motivation behind the attack, but said the case fell into high culpability and greater harm.
He released Lloyd on bail to appear at Mold Crown Court on February 25 and said he is not to enter any licensed premises in Wrexham town centre.
